Thought
Every nation is to come and bring their tribute to the Lord, but not every foreigner will be welcome in the Lord's temple, but only those who are circumcised in heart and flesh. He must humble himself and accept the Lord's commands and decrees to do them, including being circumcised in the flesh. Only these foreigners are allowed entry into the temple. Especially if they live among the Israelites, they are expected to obey the whole law, because there is only one law for native-born and alien living in Israel. The original law of Moses will be put back into effect, as God intended, not as it became distorted or overlooked. So it is not those who bring their gifts or have some fondness for God who will be welcome in His presence, but only those who completely submit themselves to do the Lord's will.
Application
People who like God or want to bribe Him for some favor will not be allowed to approach the Lord. Even those who obey the command to bring their glory, their tribute to the Lord will not be automatically granted entrance into His presence. Only those who have humbled themselves to make Him Lord of their life, to do whatever He commands and desires, only these will be granted entrance. God is inflexible when it comes to holiness, He doesn't cut corners or make exceptions for anyone great or small. That's why the Levites who went astray will be limited in their own service and access. If want to have access to see Him in His holy temple, I too much be committed to doing all His holy will, no exceptions or excuses or compromises.
