Thought

It is a sin to withhold testimony if someone has seen something or learned about some happening. It is not just a sin to give false testimony, it is sin to withhold testimony when you know something about a case. If authorities are seeking information and witnesses to a crime, the believer is obligated before God to share whatever he knows about it. If he doesn't offer his testimony, he is sinning against the Lord. He is either helping to acquit the guilty or condemn the innocent by holding back what he knows. It is possible that his testimony will not be helpful in judging the case, but better to offer it than to withhold it, so that those in charge of discovering the truth can make that judgment.

Application

If I know something, whether by first hand witness or by second hand information, I need to share it with the authorities who are seeking to understand the truth. That goes for civil government, church business and company matters. Anything where something has gone wrong, where someone has possibly done wrong, if I know anything about it, I need to speak up.
