Thought
Paul has confidence in the Spirit of God and His presence in Timothy, so that he doesn't have to explain every detail of everything he is trying to communicate. He knows that what comes from the Spirit can be understood by the Spirit. But it takes some reflection. It doesn't come on first reading or even second. It takes meditation and reflection on the things spoken or written. That is something commanded throughout Scripture, in the Law, to Joshua, Psalm 1. Much of Scripture can be understood quickly, the commands are not difficult. But all of it is worth reflecting on, to gain a deeper, fuller understanding, so as to obey it better.
Application
I too can trust the Spirit of God to reveal unclear things to me if I take the time to reflect on them. And I can have confidence that those who are seeking the truth and understanding, if they have the Spirit of God and take time to reflect, they will also be able to understand things God is trying to say, even through me, even if I don't finish a thought or explain it in detail. That's not to say I can be lazy in my teaching; I need to do my best not only to handle the Word of God correctly, but also explain it as best I can, which depends on how much I reflect on it and how much I put it into practice myself. But if I miss an opportunity, I can trust the Spirit of God to fill in the gaps for those who take time to reflect on what I say, if it indeed is a point the Spirit wants them to understand.
